The planning-zoning commission shall have final power to grant zoning variances, and to adopt and approve final plats of subdivisions which substantially conform to preliminary plats or master- plans already approved by the city commission, subject to the right of appeal to the city commission. Copies of all variances and final plats approved by the planning-zoning commission shall be submitted in writing to the city commission for their information. The city commission shall retain final power and authority to make or grant zone changes or to finally adopt subdivision master plans or preliminary plats. All applications for zone changes and adoption of master plans or preliminary plats shall be referred to the planning-zoning commission, which shall make a written recommendation to the city commission.
