The city may from time to time create permanent advisory boards or commissions to assist in the administration and management of the affairs of the city. Each such board or commission shall be established by ordinance, which ordinance shall specify the membership, duties, powers, and any other specific authorization or limitation applying thereto. All existing advisory boards and commissions are ratified without further action of the commission. (Ord. 1472-94 § 2(part), 1994).
