The presiding officer of the city commission shall be the mayor. At the same time, the commission shall also select a mayor pro tem, who shall act as mayor and presiding officer in the event the mayor is unable to attend any regular or special meeting of the commission. The mayor shall preserve strict order and decorum at all regular and special meetings of the commission. He shall state every question coming before the commission, announce the decision of the commission on all subjects and decide all questions of order; subject, however, to an appeal to the commission, in which event a majority vote of the commission shall govern and conclusively determine such questions of order. If there is a tie vote of the members of the commission who are present and voting on a matter, the mayor shall cast a vote. He shall sign all ordinances and resolutions adopted by the council during his presence. In the event of the absence of the mayor, the mayor pro tem shall sign ordinances or resolutions as then adopted. (Ord. 1484-95 § 2(part), 1995: prior code § 2-1.3).
