The city manager is delegated authority and empowered to make final determinations and to conclusively bind the city in all matters as hereinafter set forth, which authority and responsibility shall be in addition to those duties and responsibilities set forth in this chapter:
A. The city manager may approve and execute all lease agreements involving the lease of city property for periods not to exceed one year in duration and which have a cumulative lease amount of five thousand dollars or less.
B. The city manager may approve and execute all contracts for and on behalf of the city which require the total expenditure of five thousand dollars or less.
C. The city manager may approve and execute all necessary documents for the approval and award of bids involving budgeted items in which the total purchase price is five thousand dollars or less.
D. The city manager may approve and make budget changes for capital outlay items for line item budget changes within a single department and which involve one thousand dollars or less.
E. The city manager is authorized and empowered to accept and execute all necessary acceptance documents on behalf of the city involving the completion and acceptance of construction contracts.
F. The city manager may hire qualified individuals to fill any vacancy for the head of a department of the city of Clovis at or below the salary level of the predecessor department head without prior salary approval from the city commission. (Ord. 1299-86, 1986).
