The city commission finds that the adoption of procedures for issuance of citations for petty misdemeanor offenses in the city will increase the efficiency of processing violations of petty misdemeanors, reduce manpower and cost, and aid in the administration of justice. (Ord. 1284-86 § 1, 1986).
