Title, chapter, and section headings contained in the Clovis City Code shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of the provisions of any title, chapter, section or subsection of the code. (Ord. 1273-85 § 7, 1985: Ord. 1173-81 § 7, 1981).
